If the seller has a debt over the Greek Tax office and the amount of the debt is withhold from the purchase price, is this an inhibitory factor in order to obtain the "Golden Visa"?

According to article no. 20 B’ of Law 4251/2014, the whole purchase amount must be paid with specific bank transactions, as explicitly defined in the law, and be transferred to the seller’s bank account here in Greece in order the investor to obtain the “Golden Visa”.

If part of the purchase price has been paid in any other way, than explicitly provided by law, due to the fact that the notary has withhold part of it in order to pay any debts, that the seller might had over the tax office and get the certificate of tax awareness, this is not an inhibitory factor in order the investor to obtain the “Golden Visa”.
